The cheapest of the nine compacts here at under thirty euros, weighing 100 g, whose listing publishes a pixel count and a digital zoom factor and never once names a sensor, a focal length or an aperture.

The bottom line It publishes a mass, a screen size and a card, and nothing at all about the three things this shelf is compared on. At under thirty euros with a 64 GB card included, that is a coherent proposition for a pocket or a child; it is not a specification anyone can weigh against the cameras above it.

Is 40 MP on a camera this cheap the same as 40 MP on an expensive one?

A pixel count describes the size of the file, and what decides the picture is the sensor behind it, its area and the lens in front. This listing never names the sensor, so the two cannot be compared from the page. The honest reading is that 40 MP here is the dimension of the output, stated by the maker, with nothing published about what produced it.

What does 8× digital zoom actually do?

It enlarges the middle of the frame the sensor already captured and throws the rest away, so detail comes from interpolation rather than from glass. The third bullet states it plainly as digital, which is more than many listings at this price do. An optical zoom moves elements and gathers new detail; nothing on this page claims one.
