The choice matters more than the pixel count. Sixty frames a second is what makes a gesture look like a gesture, and most conferencing services throw 4K away before it reaches anyone. Having both stated is what lets a buyer pick the right one.
The autofocus is named, not just claimed
PDAF and CDAF, with an explanation of why the first is faster: phase detection works out which way to move before moving, where contrast detection hunts. The third bullet claims focus in about a second.

Which is better here, 4K at 30 or 1080p at 60?
For anything with movement, 1080p at 60. Doubling the frame rate is what makes gestures and speech look natural, and most conferencing services discard 4K anyway. The 4K mode is the better choice for a still subject where the frame will be cropped afterwards. Publishing both is the useful part: this is the only camera on the shelf that lets the choice be made from the listing.
What does PDAF change over the usual autofocus?
Phase detection works out which direction to move the lens before it moves, where contrast detection hunts until the image looks sharpest. The practical result is the claim in the third bullet — focus in about a second rather than a visible search. It matters when something is held up to the camera, which is exactly when the fixed-focus cameras on this shelf fail.
