A levelling base is a small, specific answer to a problem that only appears when the camera moves through an arc.
The drift no crop recovers
If the axis the head turns on is not vertical, the horizon rises on one side of a pan and falls on the other. In a single frame that is a tilt you crop away. Across a stitched panorama or a video pan it is a drift that no crop recovers.
Why not the legs
Because leg length sets both height and angle at once. Correcting a tilt by shortening one leg lowers the camera and moves the centre, so the adjustment fights itself. A levelling base separates the two decisions.
How it fits

What it does not do

Cannot I just level it with the leg sections?
You can, and on uneven ground it takes several attempts because shortening one leg changes the height as well as the angle. A levelling base decouples the two: the legs set the height, a small ball at the base sets the level, and a bubble or an electronic level confirms it.
Do I need one for ordinary photographs?
No. It matters when the camera turns — panoramas, video pans, timelapse — because an error that is invisible in one frame accumulates across an arc. For single frames the horizon is corrected afterwards at the cost of a small crop.
