It is the one genuinely macro-specific thing the page describes. A lens corrected for a distant subject drifts out of correction up close; moving groups independently is how that is held together across the range. The bullet claims both the sharpness and a smaller barrel as results.

What is a floating focus mechanism?

A design in which groups of elements move by different amounts as the lens focuses, rather than the whole optical assembly moving together. It exists because a lens corrected for distant subjects goes soft up close, and vice versa. The first bullet claims it holds sharpness from infinity to the closest focus while keeping the lens small, which is exactly the trade it is used for on macro lenses.

Does OSS help at macro distances?

Less than the figure would suggest, and this page publishes no figure at all. Stabilisation corrects the camera tilting, which dominates at normal distances. Up close the camera drifting nearer and further is what moves the focus plane, and a conventional system does not address it. The Canon on this shelf names a hybrid system for that reason; this listing names Optical SteadyShot and says nothing about the close range.

Why does a 90mm macro cost more than a 90mm portrait lens?

Because of the focus range. An ordinary lens is computed to perform from a couple of metres to infinity; a macro must hold correction from a few centimetres out to infinity, which is what the floating mechanism in the first bullet exists to do. The mechanical precision of focusing that far and staying sharp is where most of the cost sits.
