The bottom line Twenty-six euros buys a 30 m housing, two batteries and a bag of mounts, and the page is honest about what it does not have. The absent stabilisation is the real limit: on a bicycle or a board the footage will show every bump the mount transmits.

Does 30 m waterproof mean the camera itself is sealed?

No, and the listing is clear about it: the depth belongs to the supplied IP68 housing, and the camera goes inside. That is how almost every camera on this shelf reaches 40 m, and it is worth knowing because the case has to be closed properly each time and its seal is the part that ages. A camera sealed without a case, like the GoPro further up this shelf, publishes a much shallower figure for a different reason.

Why does a camera with no stabilisation get sold for cycling?

Because the mounts are the product here, not the processing. The fifth bullet lists helmet, bicycle and skateboard fittings, and those hold the camera still in the sense that they stop it swinging. What they cannot do is smooth out the vibration a rough surface sends through the frame, which is what stabilisation addresses and what this listing never claims.
